本研究以台灣同性婚姻合法化為主題，藉由透過報章資料、期刊論文與歷史事件的資料分析，來探討探討台灣同性婚姻合法化的歷程，從事件的起始、社會運動的推進，到最終完成立法，全面梳理其中關鍵轉折與影響因素。在這段歷程中，不僅只是法律上的修訂，面對社會各界對同性婚姻的支持與反對意見激烈交鋒，贊成者高舉人權與平等的旗幟來呼籲婚姻平權是普世價值；反對者則基於傳統價值觀、宗教信仰理念，來高舉反對旗幟形成阻力，而政府須在多元立場之間取得平衡來回應公民社會的人權訴求，也要承受來自保守與進步勢力的巨大壓力。儘管面臨種種挑戰，政府在權衡各方意見後，台灣最終在2019年通過《司法院釋字第748號解釋施行法》，成為亞洲第一個實現同性婚姻合法化的國家。透過本研究，期望深入了解政府如何在民主體制下回應人權訴求、推動政策改革，以及台灣社會在性別平權發展上的努力與成就。

Abstract This study aims to explore the process of legalizing same-sex marriage in Taiwan, tracing its development from the initial events and the advancement of social movements to the eventual enactment of legislation. It provides a comprehensive analysis of the key turning points and influential factors throughout this journey. During the process, Taiwanese society witnessed intense debates between supporters and opponents of same-sex marriage. The government was tasked with balancing diverse perspectives while bearing immense pressure from both conservative and progressive forces. Despite these challenges, Taiwan ultimately passed the Enforcement Act of Judicial Yuan Interpretation No. 748 in 2019, becoming the first country in Asia to legalize same-sex marriage. Through this research, the study seeks to gain deeper insight into how the government responded to human rights demands, promoted policy reform under a democratic system, and how Taiwanese society has strived toward gender equality.
