逢甲夜市導入重複性餐具制度的可行性研究

中文摘要 本研究旨在探討於逢甲夜市導入重複性環保餐具租借制度之可行性，期望能降低一次性餐具所造成的環境負擔，同時改善夜市垃圾量大、分類困難與衛生不佳等問題。面對夜市人潮與外帶飲食文化，本研究希望分析此制度在經濟、技術、操作與環境層面的可行性，並提出可行的推動策略與誘因設計。 研究方法包括：蒐集國內外已施行之環保餐具與租借系統案例（如小琉球咕咕幣、德國循環容器系統等），並歸納其優缺點與成功關鍵；其次，以可行性研究四大面向進行分析；其三，透過問卷調查了解消費者對租借制度的接受度與使用意願，共回收131份有效問卷；最後，訪談咾咕嶼協會與逢甲夜市管委會，以掌握營運端與管理端在實務操作上可能面臨的困難與需求。 研究結果顯示，多數消費者對環保餐具有高度理念支持（如環保、衛生），但實際執行者不多；在租借制度中，衛生安全是最大疑慮，價格則需維持低負擔以提高使用率。操作面中，夜市空間飽和、水電取得與人流動線皆為設置限制；店家誘因方面，需額外設計更具吸引力的合作方案。環境評估顯示，重複性餐具雖需清洗能耗，但若施行後成效不錯，則可以有效減少整體垃圾量。綜上所述，本制度具推動潛力，但需同時強化衛生流程透明度、誘因設計與場域整合策略，以利未來逐步在夜市場域推廣。

Abstract This study investigates the feasibility of implementing a reusable tableware rental system at Feng Chia Night Market to reduce disposable tableware waste and improve environmental hygiene. Using case analysis, feasibility evaluation, questionnaire surveys, and expert interviews, the research examines the system from economic, technical, operational, and environmental perspectives. Survey results from 131 respondents indicate that while consumers support environmental initiatives, concerns about hygiene and rental costs significantly influence their willingness to use reusable tableware. Interviews with night market management reveal practical challenges, including limited space, water and electricity constraints, and insufficient vendor incentives. Despite these limitations, environmental assessment indicates substantial waste-reduction potential if the system is effectively implemented. Overall, the findings suggest that the system is feasible but requires strengthened hygiene assurance, more attractive incentives for vendors and consumers, and better integration with night market operations. With coordinated support from government, industry, and the night market community, the system could gradually become a sustainable model for other night markets and public dining environments.
